I have not heard of any option to "start from scratch" and am pretty sure that won't be an option. The only time it may be an option is once you get to the top prestige like in BO2 but I personally hope they do NOT offer that as an option. Either way, your stats will be synced everytime you get online so if the option to start from scratch existed, it would wipe it on both consoles (technically on their servers as it isn't saved on the consoles).
