Player 1 and player 2 should be on a equivalent ping to the server farms for their region.
E.g. I would agree on player 1 being from US to have a 20ms ping and player 2 having a 125ms ping from EU.
Not all people will have great pings depending on their ISP but it should be at least on a similar level connecting to the farm servers..
