I am trying to figure out how the skill level of a person's squad is determined. I challenge someone who hasn't unlocked/leveled any members except the first one and they are as tough as veteran difficulty. I play someone who has leveled up six people to various levels and it is almost like playing recruit. It doesn't really make much sense.
I would assume it was based on each squad member's rank, but this can't be the case.
Does anyone know?
